Beijing's new policy to recruit overseas talent for government organs with competitive salaries has shown the capital's openness and inclusiveness in its implementation of the spirit of the 19th National Congress of the Communist Party of China (CPC), experts said Monday. [Special coverage]

Beijing is offering 17 posts to both foreign and Chinese talent at departments including the Beijing Municipal Bureau of Financial Work and Beijing Municipal Bureau of Intellectual Property, according to a notice posted on the website of Beijing's human resource department.

The eligible candidates will be paid based on international standards and will enjoy favorable policies, read the notice released on Friday.

The recruitment is the third round of the capital's overseas talent recruitment plan since 2012.

Most jobs listed require a doctorate degree and set an age limit of between 45 and 55.

"The recruitment plan demonstrates an open and inclusive mentality from the government that it is willing to learn from good foreign experience," Wang Hongwei, a professor at the School of Public Administration and Policy at the Renmin University of China, told the Global Times on Monday.

Wang said that "openness" is also mentioned several times in the report of the 19th CPC National Congress.

"People with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition," the report said.

"Sectors like finance and technology are more international, and overseas talent could bring greater expertise to the government," Wang said.
